ST. CLOUD — At his first town hall as a fully-fledged member of the Minnesota House of Representatives for District 14B, Rep. Dan Wolgamott  highlighted something “causing devastating damage to our school budget here in District 742.” 

That “devastating” something? The special education cross-subsidy.

The cross-subsidy is a gap in special education funding that is ultimately covered not by federal or state funds, but by the district tapping into its own general fund. 

It was a fitting topic to kick off Wolgamott’s Sunday afternoon education-themed town hall at Promise Neighborhood of Central Minnesota in southeast of St. Cloud, and it centered largely on the topic of funding as well as other education issues.
