issue due to zoning?

The Embarcadero Institute report highlights a faulty assumption behind SB 50.

That the jobs/housing imbalance is caused by zoning restrictions. There are ample places in Palo Alto where dense housing close to jobs could be built (notably, in the Stanford Research Park), but isn’t.

Vice Mayor Adrian Fine doesn’t mention a better solution: Require proportionate housing and transportation before approving more offices. Vallco is a perfect example of failure to do this. At 1.8 million
