A coalition of environmental groups signed a petition that would require Idaho and Wyoming hunters to carry bear spray. But some think protocol and education is more effective.

The Wyoming Outfitters and Guide Association is developing a protocol and training for employees in the industry on bear safety and bear spray use. The idea came after a hunting guide was killed by a bear last year.

Collette Adkins is the carnivore conservation director at the Center For Biological Diversity, which is one of the groups on the petition. She said, unfortunately, education hasn’t gone far enough.
