Too many students are being placed in special education at Coachella Valley Unified School District, according a new study conducted by an outside consultant.

The study, which cost the district $29,500, surveyed special education teachers and administrators and found systemic issues, including a lack of standardized protocols, district staffing and procedures for properly identifying students with special needs.

“The district has a lack of consistent, coherent systems. All of its schools are doing something different,” said William Gillaspie, whose firm, Educational Strategic Planning LLC, conducted the study.
