BERRYVILLE — Getting lawmakers to change Virginia’s methodology for funding public schools will be a challenge, according to state Sen. Jill Vogel.That’s because many of them don’t comprehend it, Vogel, R-Upperville, recently told the Clarke County Board of Supervisors.
